Appears to be a factory error. All other parts are attached to the sprue. So, this kit contains enough parts to fully assemble three figures (not four) with some left over parts. It just needs a torso from some spare parts to completely assemble the fourth (medic) figure. Will be carefully packaged and shipped by next business day.
